This guide covers the US system. In the UK and Australia the same role is called a "valuer," and the rules differ.

I was relying on a cash-out refinance to pay off some expensive medical debt. I'd spent months living in a half-finished house, with drywall dust everywhere and my savings drained, getting it into the best shape I could. When the appraisal report arrived on my phone, the value was $45,000 below what I needed.

My first reaction was that the appraiser had walked through for fifteen minutes and missed everything I'd done. That felt personal. It wasn't. The number came out of a process with its own logic, and once I understood it I could see what had gone wrong and what could still be fixed.

This article walks through that process, shows what a low appraisal does to your loan, and lays out what to check, what to send, and what your options are.

What an appraiser is actually estimating

An appraiser is a licensed professional who gives an opinion of a home's market value on a specific date. The lender uses it to decide how much it's willing to lend against the property. When you navigate your first mortgage application process, you usually pay for the appraisal, but the lender (often through an appraisal management company) orders it and receives it.

People often assume "market value" and "appraised value" are two different things. They aren't. Appraised value is an attempt to estimate market value. What differs is the evidence. A buyer's offer reflects what one person will pay today. An appraiser relies on closed sales of similar nearby homes, usually from the past few months, and adjusts for differences.

That's why a bidding war can produce a contract price that an appraisal won't support. If the three best recent sales support $455,000 and a buyer pays $500,000, the appraiser will likely report something close to $455,000.

Value Type Where It Comes From Who Uses It
Contract Price What a buyer and seller agreed on Buyer and seller
Appraised Value An appraiser's opinion, based on comparable sales Lender
Assessed Value A local government formula Property tax office
Replacement Cost Estimated cost to rebuild Insurer

Appraisers are required to be impartial. Under USPAP standards and federal rules, they can't be pressured to hit a target. They also aren't your representative. Their client is the lender.

How the number gets built

The usual method is the sales comparison approach. The appraiser picks several recent sales of similar homes and adjusts each sale price up or down for differences, then weighs the results.

Here's a simplified illustration. The subject home has a finished basement and an updated kitchen.

Comparable Sale Sale Price Adjustments Adjusted Value
Comp A: no finished basement, older kitchen $520,000 +
20,000basement,+
12,000 kitchen
$552,000
Comp B: same size, no garage $535,000 +$15,000 garage $550,000
Comp C: larger lot, newer roof $560,000 −
8,000lot,−
3,000 roof
$549,000

The appraiser would likely land around $550,000. The adjustments are judgment calls, which is why two competent appraisers can differ by a few percent, and why the quality of the comps matters so much.

Why a low number hits so hard
